From what I am aware of, they have similar effects, and I am certain that Ballistic rounds are superior (I use them for durr huntin)
But what are the advantages and disadvantages of both these rounds?

Ballistic tip rounds are more aerodynamic. This leads to the bullet retaining velocity better than HP rounds, which essentially have a cup that acts as a bit of an air brake. They should have the same expansion and penetration as a comparable HP round.

In short, BT ammo is the ideal choice for when you are shooting at anything that isn't armored or behind cover.
